## What changed
- added an Operations Hub to the main dashboard
- added direct module tiles to the admin dashboard
- added direct module tiles to the management dashboard
- added direct sidebar links for Rota, Holidays, Incidents, Contacts, Alerts, Exports and OneDrive
- kept the feature data in MySQL while incident photos continue to use OneDrive links
- added extra role-permission assignments for manager, driver and porter roles during install/update

## Why this build exists
This update is aimed at matching the feel of the two-file portal app more closely, so the dashboard now actually shows the feature modules instead of hiding them behind maintenance-only pages.
