## Changed
- Standardised the operations role to **Manager** and removed the old Fleet Manager label from the app package.
- Made the clocking page available to every signed-in user.
- Kept the clock gate in place only for users who are not Administrators or Directors.
- Added a visible header clock button and dashboard clock shortcut.
- Replaced bundled placeholder branding assets with neutral WorkersPanel defaults.

## Notes
- Existing installs are migrated so any legacy `fleet-manager` role values are converted to `manager`.
- Live company branding stored in the database is left untouched.
